Amtrak Capitol Corridor Improvement Studies

The Amtrak Capitol Corridor Improvement project is designed to incrementally upgrade the corridor, located between San Jose and Sacramento, to allow trains to travel at higher speeds and to increase the reliability of service. Marilyn Duffey worked as part of the Korve Engineering team to prepare the environmental evaluation of recommended improvements to Amtrak along an environmentally sensitive coastal corridor.

California High Speed Train Program-Level EIR/EIS

Working as a key subcontractor to Parsons Brinckerhoff, The Duffey Company led the effort in a variety of tasks including preparing a Technical Memorandum that identified effective strategies for completing the Program Environmental Document; preparing a Purpose and Need Statement for the analysis of alternatives; developing a strategic approach for involving the appropriate resource agencies; and coordinating federal and local agency meetings. Ms. Duffey assisted the Federal Railroad Administration and High Speed Rail Authority in identifying requirements to be met and tasks to be accomplished for the environmental review of this 700-mile project; developing and conducting a comprehensive public involvement program designed to elicit and respond effectively to issues and concerns; developing environmental technical study methodologies for use by Regional Study Consultant teams; prioritizing the development and implementation of segments of the proposed high speed train system; technical oversight of the Regional Study Consultants; reviewing the Regional Technical Study Products; and preparing Statewide Environmental Technical Summaries and preparing the Draft Program EIR/EIS.

DesertXpress High Speed Passenger Train Project

Marilyn Duffey is serving as the Environmental Coordinator for this privately financed high speed passenger rail project connecting southern California with Las Vegas, Nevada along 200 miles of high desert corridor. Ms. Duffey is responsible for agency coordination with the Federal Railroad Administration, the Surface Transportation Board and Bureau of Land Management and other regulatory agencies and the environmental consultant team during the preparation of the environmental documentation (EIS) for the project and permitting process.

Golden Gate Bridge Seismic and Wind Retrofit, Environmental Documentation and Construction Monitoring

The Duffey Company has provided environmental consulting services to the Golden Gate Bridge, Highway, and Transportation District since 1994. Marilyn Duffey managed the preparation of the environmental documents and has been responsible for managing the environmental compliance monitoring for both Phase I and II of the retrofit project. The Duffey Company has played a key role in coordinating with National Park Service staff and with the Federal Highway Administration, Caltrans, Regional Water Quality Control Board, BCDC, USFWS,and other permitting agencies for mitigation compliance during construction. Marilyn Duffey is responsible for day-to-day mitigation monitoring of the seismic retrofit construction activities. The Duffey Company also manages the budget and schedule of deliverables for four subconsultants responsible for technical studies on noise and vibration, air quality, hazardous materials, and biological resources.

Golden Gate Park Concourse Authority Transportation Implementation Program and Environmental Compliance Monitoring

The voters of San Francisco approved Proposition J, the Golden Gate Park Revitalization Act, to create a pedestrian oasis in the Music Concourse area of the Park; reduce the impact of the automobile in the Park; and provide long-term assurance of safe, reliable, and convenient access for all Park visitors. The Duffey Company has played a key role in providing the Concourse Authority with consulting services for a number of transit, traffic, parking and bicycle actions to reduce the effects of the automobile as the primary means of access to attractions in the Park. One of the most successful has been the Intra-Park Shuttle Program, currently in its fifth year of operation. Survey data and comments received by riders showed overwhelming support for the shuttle by the public. Ridership has ranged from 29,000/year to 55,000/year with over 1,000 riders on peak days.

The Duffey Company completed the Golden Gate Park Bicycle Implementation Plan in cooperation with the San Francisco Bicycle Coalition and a Pedestrian Improvement Plan in cooperation with the Department of Parking and Traffic (DPT) and the Pedestrian Safety Advisory Committee, and developed a Traffic Calming Design Concept Plan for JFK Drive working closely with BMS Design Group and the Recreation and Parks Department.

Third Street Light Rail EIS/EIR

This project extends light rail service from Muni Metro Rail extension along the Embarcadero on San Francisco's northeastern waterfront into the Bayview Hunters Point District and Visitation Valley. The Duffey Company was responsible for managing the preparation of the initial EIS/EIR and for coordinating the transportation analysis for this $500 million LRT project. Project Manager, Marilyn Duffey, coordinated a team of subconsultants that addresses key environmental issues such as traffic, parking, air quality, noise, vibration, parklands, relocation, historic properties, and hazardous materials. The FIES/FEIR, including the Comments and Responses, was certified in late 1998. The Duffey Company has been a key player in the successful coordination between FTA and local agencies. The EIS/EIR received a letter of commendation for the high quality of the document from the Environmental Protection Agency. The success of this project owed in part to an extensive public outreach program in the community to assist in defining the project alternatives and the sensitive environmental issues. Ms. Duffey also prepared a re-evaluation and amended record of decision during the engineering phase of the project to cover changes made subsequent to the EIS/EIR.
